Putin vows to target USA if Washington deploys missiles in Europe IOL News

Moscow Russia will respond to any US deployment of short or intermediate range nuclear weapons in Europe by targeting not only the countries where they are stationedbut the United States itself, President Vladimir Putin said on Wednesday.

In his toughest remarks yet on a potential new arms race, Putin said Russia was not seeking confrontation and would not take the first step to deploy missiles in response to Washingtons decision this month to quit a landmark Cold War era arms control treaty.

But he said that Russias reaction to any deployment would be resolute and that US policy makers, some of whom he said were obsessed with US exceptionalism, should calculate the risks before taking any steps.

Its their right to think how they want. But can they count? Im sure they can. Let them count the speed and the range of the weapons systems we are developing, Putin told Russias political elite to strong applause.

Russia will be forced to create and deploy types of weapons which can be used not only in respect of those territories from which the direct threat to us originates, but also in respect of those territories where the centres of decision making are located, he said.

MISSILES IN EUROPE

Alleging Russian violations, Washington said this month it was suspending its obligations under the 1987 Intermediate range Nuclear Forces Treaty INF and starting the process of quitting it, untying its hands to develop new missiles.

The pact banned either side from stationing short and intermediate range, land based missiles in Europe and its demise raises the prospect of a new arms race between Washington and Moscow, which denies flouting the treaty.

Russia denies violating the treaty. Putin responded to the US move by saying Russia would mirror the US moves by suspending its own obligations and quitting the pact.

But Putin, who has sometimes used bellicose rhetoric to talk up Russias standoff with the West and to rally Russians round the flag, did not up the ante.

He did not announce new missile deployments, said money for new systems must come from existing budget funds and declared that Moscow would not deploy new land based missiles in Europe or elsewhere unless Washington did so first.

On Wednesday, he made clear however that he was ready, reluctantly, to escalate if the United States escalated and that Russia was continuing to actively develop weapons and missile systems to ensure it was well prepared for such an eventuality.

He said any US move to place new missiles in Europe would leave Moscow with no choice but to respond because it would drastically cut the time it took US missiles to reach Russia, something that would pose a direct threat.

He said Russia wanted good ties with the United States, but was ready with its defensive response if necessary.

Americans detained in Haiti have returned to the US

The five Americans, along with two foreign nationals and one Haitian, were arrested in Haiti over the weekend, Haiti Foreign minister Bocchit Edmond confirmed Monday.

On Wednesday evening, the Americans flew to Miami, a police source told the Miami Herald.

The Haitian daily newspaper, Le Nouvelliste, also cited a police source saying seven of the men who were arrested on Sunday in Haiti for possession of illegal weapons were "transferred to the United States."

CNN has not independently confirmed their arrival in the US.

What we know so far

Prime Minister Jean Henry Ceant told CNN that those who were arrested were "mercenaries" seeking "to target the executive branch of the government." He did not offer any further information to support this allegation.

The men were detained after being stopped during a routine traffic check. Their cars had no license plates and they initially resisted offering identification, according to Haitian authorities.

Haitian police say their cache of weapons included six pistols, six automatic rifles, two drones, five ballistic vests, three satellite phones, a telescope and several license plates. Automatic weapons are not permitted in Haiti.

Arrests amid protests

The arrests came as both Ceant and president Jovenel Moise face calls to resign by Haitians fed up with the countrys economic woes. The countrys capital, Port au Prince, has been rocked by two weeks of, which began February 7.

Moises administration has been under fire for soaring inflation and accusations of corruption.

Several people have been killed in the clashes, according to local media reports. CNN has not been able independently to confirm the exact number of those killed.

The State Department on Thursday issued a Level 4 "Do not travel" travel advisory for Haiti, citing "crime and civil unrest" and "widespread, violent, and unpredictable demonstrations in Port au Prince and elsewhere in Haiti."

All "non emergency US personnel and their families" were ordered to leave Haiti by the State Department, which said the country has "limited ability to provide emergency services to US citizens in Haiti."

"Protests, tire burning and road blockages are frequent and unpredictable," the advisory stated.

"Violent crime, such as armed robbery, is common. Local police may lack the resources to respond effectively to serious criminal incidents, and emergency response, including ambulance service, is limited or non existent."
